Listed below are the Acts from the 1999 Legislative Session. Following each Act number are the Ratification number (preceded by an R), the bill number (preceded by an H for House or an S for Senate), a brief description and the date the Act became effective. -- Motor vehicle insurance rate increases, public hearing and notice; auto insurance
delivery system operational. Effective February 19, 1999. See Act for explanation.
-- Drug Dealer Liability Act, Torts, Courts, Narcotics and Drugs, Crimes and Offenses.
Effective June 11, 1999, and the provisions of this act shall have prospective application only
and shall apply only to a cause of action arising on and after its effective date.
-- Life insurance, amount not exceeding amount of debt rather than loan;
Banks, Consumer Affairs, credit life coverage. Effective January 1, 2000 (See Act for
explanation.)
-- Prisoner confinement, Correction Department to consider proximity to home of convicted
person, inmate wages, disposition. Effective June 11, 1999; Section 2 applies to wages earned
beginning with the first day of the second month after the signature of the Governor.
-- Medical or emergency personnel of hospital, etc. treating gunshot wound victim to report
to sheriff, Law Enforcement. Signed by Governor June 11, 1999, and takes effect ninety days
after approval by the Governor.
-- Retirement System and Pensions, S.C.; errors, certification and correction; Police
Officers, General Assembly. Effective June 11, 1999 for Sections 1, 3, 4 and 5; July 1, 1999 for
Section 2. (See Act for exceptions.)
-- Adoption, appeal proceedings, final orders in family court; Minors, Courts, Child
custody. Effective June 11, 1999, and applies to appeals from final orders, judgments, or decrees
entered on or after this act's effective date.
-- Prescription Information Privacy Act, Pharmacies and Pharmacists, Medical, Narcotics
and Drugs, Patients, Hospitals. Effective Dates: Section 1 effective March 1, 2000; Sections 2
and 3 effective June 11, 1999
-- Health maintenance organizations, out-of-network coverage under point of service
option, Diabetes, Insurance, Medical. Effective June 11, 1999 (See Act for applicability of
Section 38-71-46)
-- First Steps to School Readiness Act, Schools and School Districts, Board of Trustees,
Education, Income tax. Effective June 28, 1999. The provisions of this Act are repealed July 1,
2007, unless reauthorized by the General Assembly.
-- Appropriations Bill, 1999-2000; Acts Cited By Popular Name. *Text printed in italic
boldface mark sections vetoed by the Governor on June 30, 1999. Unless otherwise stated,
provisions not vetoed by the Governor became effective June 30, 1999.
-- Medical Radiation Health and Safety Act, Radiologic technologists, Radiology, Health
and Environmental Control. Effective June 30, 1999 (See Act for effective dates for
Certification exceptions)
-- Property, Taxation, Mobile Homes, Houseboats, Watercraft, Economic Budget Advisors,
Fuel, Political Subdivisions. Effective Dates: Section 1 effective June 30, 1999 and applicable
to property tax years beginning in 1999; Section 2 effective June 30, 1999.
-- DUI or DUS, motor vehicle property forfeiture; Transportation Department,
Traffic violations, Drug and Alcohol Safety. Effective June 30, 1999 (See Act for exceptions)
-- Development Impact Fee Act, Political Subdivisions, Taxation, Municipal Improvements
Act, Businesses. Effective June 30, 1999 (See Act for exceptions)
-- Capital Reserve Fund, Acts Cited By Popular Name, Appropriation Acts. Effective thirty
days after the completion of the 1998-99 fiscal year in accordance with the provisions of Article
III, Section 36(B)(3)(a), Constitution of South Carolina, 1895, and Section 11-11-320(D)(1) of
the 1976 Code.
-- Greenwood County school districts, two mills of countywide levy distributed to lowest
assessed value district. Effective March 24, 1999, and applies beginning with the 1999-2000
school year.
