Following each act number are the ratification number
(preceded by an R), the bill number
(preceded by an H for House or an S for Senate)
and a brief description of the act.

-- Income tax return preparer, identification
number. Effective
March 22, 1991, and is effective for returns filed for
taxable years beginning after 1990.
-- Stormwater Management and Sediment Reduction
Act.
Effective May 27, 1991 for Section 4. The remaining
sections of this act take effect May 27, 1992.
-- Hunting, fishing license; lifetime.
Effective May 27, 1991,
except the amendment to Section 50-9-500 of the 1976 Code
in Section 2 takes effect July 1, 1992.
-- Mental health treatment, commitment of
children. Signed
by Governor May 27, 1991. This act takes effect six
months after approval by the Governor, except Section
44-24-230(1) takes effect
July 1, 1991, Section 44-24-230(2) takes effect July 1,
1992, Section 44-24-230(3) takes effect July 1, 1993,
Section 44-24-230(4) takes
effect July 1, 1994, Section 44-24-230(5) takes effect
July 1, 1995, and Section 44-24-230(6) takes effect July
1, 1996.
-- Sand Hills State Forest. Effective May 27,
1991, and
takes effect upon the transfer of title of the Sand Hills
State Forest from the United States Department of
Interior to the State
Commission of Forestry.
-- Recreational Fisheries and Conservation
Management
Act. Effective July 1, 1992, except Section 50-20-90 of
the 1976 Code in Section 1 which takes effect upon
approval and except
appointments to the Marine Recreational Fisheries
Advisory Board established in Section 50-20-110 in
Section 1 which may be made
before terms begin on July 1, 1992.
-- Engineers and land surveyors . Effective
July 1, 1991, and
applies with respect to applications for registration
made for fiscal years beginning after June 30, 1991.
Matters pending before the
South Carolina State Board of Registration for
Professional Engineers and Land Surveyors on July 1,
1991, arising under the provisions
of Chapter 21, Title 40 of the 1976 Code are saved and
must be resolved pursuant to the provisions of Chapter
21, Title 40 of the 1976
Code in effect on June 30, 1991.
-- Motor vehicle insurance, provisions.
Effective October 1,
1991, except the amendment to Section 38-77-280(B) of the
1976 Code, in Section 3, which takes effect October 1,
1992. However,
insurers may file rates with the Chief Insurance
Commissioner before October 1, 1991, as necessary to
conform to the provisions of
this act.
-- Consumer Protection Code. Effective July 1,
1991,
except the individual and joint insurance decreasing and
level balance charges reduced in Section 37-4-203(5) of
the 1976 Code and
the last paragraph of Section 34-29-160 of the 1976 Code
as contained in Section 16, and the provisions of Section
37-2-202(2)(b) of
the 1976 Code as contained in Section 3, and the
provisions of Section 37-3-202(2)(b) of the 1976 Code as
contained in Section 10
take effect January 1, 1993.
-- Ethics and Accountability in Government
Act. Effective
January 1, 1992, except Section 8-13-1350 takes effect
January 1, 1993, and the transfer of duties from the
Secretary of State to the
State Ethics Commission pursuant to Chapter 17 of Title 2
of the 1976 Code takes effect July 1, 1993. Except as
otherwise provided,
this act governs only transactions which take place after
December 31, 1991.
