--Definitions relating to elections, so as to define "voter", "registered voter", "elector",
"registered elector", "qualified elector", or "qualified registered elector"
--Relating to the requirement that the clerks of court and magistrates annually furnish to the
Executive Director of the State Election Commission a list of persons convicted of certain
offenses
--Relating to the South Carolina Research Authority and to the exemption of governmental
bodies from purchasing certain items under provisions of the consolidated procurement code

-- To assure the receipt of the four percent rebate for funds withheld for the Medicaid program, to authorize short-term, interest-bearing notes to certain state departments by the State Treasurer, to authorize repayment of the loan from 1984-85 appropriations, and to authorize the promulgation of regulations to implement the provisions of this resolution
-- Purchase of approximately three thousand acres of land in McCormick County, in the Clarks Hill Reservoir area of the county, from the General Services Administration of the United States of America
-- To suspend, for calendar year 1984 only, the provisions of Act 1377 of 1968 relating to the authority of the General Assembly to issue state capital improvement bonds only in odd-numbered years
-- To promote Major General Grady L. Patterson, Jr., to the rank of lieutenant general effective upon his retirement from the South Carolina Air National Guard
-- To provide for the appointment of residents of Saluda County to the area advisory council of Administrative Area No. 4 of the Aiken County School District
-- To reduce the millage that may be levied for the operation of the School District of Aiken County and to repeal provisions authorizing five additional mills to be levied for 1981-82 to be used for the operations of the school district
-- To repeal Act 1736 of 1972, relating to, among other things, the requirement that the Beaufort County Board of Education and the Superintendent of Education shall expend those funds authorized to them by County Council in the county budget
-- To provide for the levy of taxes for calendar year 1984 for general school purposes and for school bond purposes in Berkeley County for the benefit of the Berkeley County School District
-- To ratify and enact into law a certain ordinance passed by the Calhoun County Council which provides for the levy of taxes for fiscal year 1983-84 for the operation of the public schools in Calhoun County and for the other authorized purposes specified in the ordinance
-- To provide that the Board of Trustees of Calhoun County School District shall, after public hearing, adopt the school budget for school year 1984-1985 and submit the budget to the Calhoun County Council for approval and the Council shall set the millage
-- To authorize the Calhoun County Council to levy taxes for fiscal year 1984-1985 for the operation of the Calhoun County School District Board of Trustees, Calhoun County Board of Education, Calhoun County Department of Education, Orangeburg-Calhoun Technical College, the Calhoun County Mental Retardation Commission including the L. Marion Gressette Child Development Center, COVEC, and for other purposes for which taxes were levied pursuant to Calhoun County Ordinance 83-2
-- To increase the number of members of the Board of Trustees of St. Andrews (Constituent) School District Number 10 in Charleston County from three to five
-- To provide that any member of the Board of Trustees of the Charleston County School District or the constituent school districts of the county who is absent from five consecutive meetings of the Board within one year without just cause may be removed from the Board upon a majority vote of the members
-- Directing the State Department of Education to route a school bus down Howle Avenue on James Island in Charleston County for the purpose of making a stop for school children for the school year 1983-84 only and to provide payment for the transportation
-- To amend Act 1602 of 1972, as amended, so as to provide for operating expenses for the fiscal year 1984-85 of certain political subdivisions, agencies, and commissions in Charleston County and to require the political subdivisions to hold public hearings on budget requirements prior to submission to county legislative delegation
-- To reconstitute the District Board of Education of the Chesterfield County School District and to repeal Section 1 of Act 162 of 1945 relating to the Chesterfield District Board of Education
-- To provide for the continued temporary performance of the duties pertaining to the Court of Probate in Clarendon County and for the election of successors as judge of probate for the Probate Court of Clarendon County; and to repeal Act 7 of 1931, relating to the abolition of the office of Probate Judge of Clarendon County
-- To provide for a referendum in Dorchester County to determine if the electors in Summerville School District No. 2 desire the trustees of that school district to have the power to levy taxes for the operational expenses of the school district
-- To provide that the members of the Board of Trustees of School District 3 of Dorchester County must be elected rather than appointed and to provide for the manner in which such trustees must be elected
-- To authorize the boards of trustees of all school districts in Dorchester County to prepare annual budgets for general school purposes to be submitted to the Dorchester County Council and to authorize the County Council to set the necessary tax millage after approval of the budgets
-- To provide for areas and boundaries for certain school districts in Florence County and to provide that the tax millage levied and collected for the benefit of the Fire Districts in Florence County shall be based on the now existing school district boundary lines
-- To require the State Department of Education to reimburse the School District of Greenville County the amount of one hundred four thousand two hundred twenty-six dollars and thirty-six cents
-- To amend Act 238 of 1983, relating to a tax levy for the School District of Greenville County, so as to provide that funds not needed to pay for an audit may be used to implement recommendations of the auditing firm
-- To amend Act 1829 of 1972, as amended, relating to the Lake Cunningham Fire District in Greenville County, so as to increase the limit of indebtedness which may be incurred by the district from thirty thousand dollars to one hundred fifty thousand dollars
-- To revise and increase the compensation of the chairman, secretary, and other members of the governing commission of the Greenwood Metropolitan District
-- To increase the amount the members of the School Board of Trustees for Kershaw County shall receive for attendance at meetings and to provide for expenses for the chairman and each member
-- To eliminate staggered terms for trustees of area boards of the school district of Lancaster County and for members of the Lancaster County Board of Education
-- To provide that the terms of all members elected to area boards of trustees of the school district of Lancaster County expire on December 31, 1984, and that members of such boards be initially elected in the general election of 1984 for a term of two years
-- Permitting children eligible to attend school who reside in a defined area of Lexington County bordering the boundary line of Lexington County School Districts One and Three to attend school in either district for school year 1984-85 only
-- To provide for the millage to be levied in Marion County for school purposes for the fiscal year beginning July 1, 1984, and ending June 30, 1985, and to provide for the apportionment of revenues monthly by the clerk of the County Board of Education, and to establish requirements for the submission of budget requests
-- To provide for an advisory referendum in Oconee County to determine the wishes of the electors of the county as to whether the County Superintendent of Education must be elected or appointed by the Board of Trustees of the Oconee County School District
-- To revise the areas in which at least one member of the Board of Trustees of the School District of Oconee County must reside beginning with the 1985 elections
-- To abolish the Pickens County Board of Education and the office of the Pickens County Superintendent of Education and to devolve the respective duties upon the Trustees for the Pickens County School District, and other provisions relating to the creation of the Sinking Fund Commission for the School District of Pickens County, the employment contract of the Superintendent of Education appointed by the Board of Trustees of Pickens County, the salary of the Superintendent of Education appointed by the Board of Trustees of Pickens County and reimbursement for members of the Board of Trustees of Pickens County
-- To prohibit the Richland County Council from removing school district trustees of school districts situated in whole or in part in Richland County and to prohibit Council from exercising any authority over personnel policy of school districts situated in whole or in part in Richland County
-- To provide that merger or boundary line alterations of the school districts situated in whole or in part in Richland County may be accomplished only by a majority vote of the members of the Richland County legislative delegation, and to authorize the delegation to conduct an advisory referendum prior to acting on a merger or alteration
-- To provide that the party primary elections and any necessary runoffs for members of the Sumter County Council must be held on the same dates that the state Senate primaries and runoffs are held
-- To provide for the election of members of the governing body of Sumter County from seven single-member districts beginning with the general election of 1984
-- To direct the Department of Highways and Public Transportation to close and remove from the state highway system Roads 113 and 209 in the city of Chester in Chester County
