--Relating to penalties and interest for late payment of insurance fees and taxes by an
insurer to
the Chief Insurance Commissioner and to the payment of such penalties or interest under protest
--Relating to the South Carolina Retirement System, the Police Officers Retirement
System,
and the retirement systems for members of the General Assembly, judiciary, and solicitors
--Relating to provisional drivers' licenses and suspension of drivers' licenses of persons
convicted of driving under the influence of intoxicating liquor, drugs or narcotics (DUI)
--Related to providing for a barrier-free polling place in every county for use by physically
handicapped electors and to establish the criteria and procedures for the use of such barrier-free
polling place
--Relating to the South Carolina Retirement System, Police Officers Retirement System and
the
retirement system for members of the General Assembly so as to provide an additional option for
such systems upon retirement

--To authorize tuition fees to be charged to students who reside on military bases or federal
establishments and who attend the public schools of this state if the federal governmental
reduces the amount of federal impact aid
--To create the specific crime of issuing false statements to obtain benefits of an insurance
policy
or certificate from a fire loss or explosion and provide penalties
--To provide that no law enforcement agency of this state or any political subdivision
thereof
shall sell at auction any beer or other malt beverage products seized
--Relating to the definitions of speech pathologists and audiologists, to persons exempt
from
licensure, to the State Board of Examiners in Speech Pathology and Audiology, its membership,
duties and license fee charges, and to the waiver of qualification requirements of licensees
--To provide that any person charged with any driving under the influence or any
traffic-related
offense which is punishable only by a fine or loss of points shall not be considered for
intervention
--To provide that such courts shall have concurrent jurisdiction for the trial of persons
under
seventeen years of age charged with violations of provisions of Title 50
--Relating to the procedures required to obtain certificates of exemption status from the
South
Carolina Tax Commission for property to be exempt from ad valorem taxation
--Relating to the State Board of Dentistry, so as to provide a rotating election method
among
the
members of the board elected from congressional districts
--To provide for the length of the school term and to allocate the number of days to be used
for
instruction and for opening and closing schools and for in-service training
--To provide that the school superintendent and lunchroom supervisor determine when a
pupil is
unable to pay for lunch and that the continuation of lunch programs be based on available federal
funds
--Relating to the Department of Social Services being designated as the single state agency
to
administer and supervise the administration of Public Law 93-647 and the Social Services
Advisory Committee
--Require school districts of the state to provide copies of their annual budget to the State
Department of Education and the chairman of the State Board of Education
--To permit the Department of Health and Environmental Control to promulgate regulations
and
establish a schedule for the collection of annual fees for the licensing and registration of users of
ionizing radiation
--Relating to gas, heat, water, and certain other public utilities putting suspended rates into
effect
under bond and the interest required on disallowed rate increases
--Relating to sampling, grading, and inspection of grains and oilseeds and dealers and
handlers
and millers of agriculture products; to amend section 46-41-60, as amended, relating to bonds of
licensees to handle agriculture products
--Relating to property exempt from municipal taxation for five years all new manufacturing
establishments located within the boundaries of a municipality
--Authorize the South Carolina Tax Commission, with the approval of the State Budget and
Control
Board, to transfer an amount not exceeding three hundred thousand dollars
--Delaying the filing period for candidates for the House of Representatives and certain
school
district offices and county council offices during the calendar year 1982
--Authorize county governing bodies to extend the filing date for applications for
classification
for real property as agricultural or residential property
--Authorize the Aiken County Board of Education to levy an additional five mills for fiscal
year
1982-83 only which shall be used exclusively for the operations of the school district
--Reapportion the defined single-member election districts from which the members of the
governing body of Allendale County and the members of the Allendale County Board of
Education
are elected
--Authorize the Board of Education of Dillon County to borrow an amount not to exceed
nine
hundred eighty thousand dollars to be used for school construction
--Revise the method of election and terms of office of members of the boards of trustees of
Greenwood School District No. 50, School District No. 51, and School District No. 52
--Authorize the Board of Trustees of School District No. 4 in Marion County to borrow
moneys for the purpose of constructing, improving, and repairing schools and school buildings
